Landlord Ordinance – Chapter 38

LANDLORD ORDINANCE
(Rochester Code of Ordinances Chapter 38)

After numerous complaints and evidence of abuse by just a few “landlords” the council recognized that the existing ordinances governing the issuance and renewal of rental certificates was lacking and moved to correct the matter.

After several meetings with representatives of our local Multi-Housing Association, review of ordinance from other cities in Minnesota, and a few public hearings Chapter 38 of the Rochester Code of Ordinances was adopted.

It’s too lengthy to go into much detail here but it does strengthen the city’s ability to not only grant rental certificates but much better defines the conditions which a certificate holder must meet to continue to hold their rental certificate. It defines minimum housing standards, conduct of both the tenant and landlord, safety, and public nuisance conditions as well as the process under which the certificate holder would be held accountable to the City Council for the continuation of said license/certificate.

We’d like to thank Council Members Bilderback and Hruska and the Rochester Multi-Housing Owners Association for their efforts in creating this needed piece of work.
