The Council on Neighborhoods – Safe Systems Approach for Determining the Speed Limit

The Council on Neighborhoods will convene for the first time since the pandemic in a virtual format on Thursday, October 29, at 5:30-6:30 pm. The mission of this group is to strengthen connections between Rochester neighborhood leaders and give neighborhoods a collective voice. The topic covered will be the Safe Systems approach to setting speed limits that the city is adopting.

A growing body of research shows that speed limit changes alone can lead to measurable declines in speeds and crashes, even absent enforcement or engineering changes. The City Engineer has proposed a Safe Systems approach for determining the speed limits on city-owned streets in the City of Rochester. Slower speeds on roads are safer for all users, including motorists. Additionally, slower speeds promote neighborhood vitality and livability. Reducing posted speeds creates opportunities for safer street designs and supports the safe movement of people and goods.

Speakers will include representatives from the PW Department including Megan Moeller, Communications Coordinator and Sam Budyna, Traffic Engineer.
