The City of Rochester, MN Ordinance Highlight booklet can be used to answer many questions about what to do and who to contact to get the information and assistance needed about City ordinances and neighborhoods. We hope you find this  resource helpful and will keep it in mind for easy reference and to share the information with a neighbor.

The online version is below, a PDF version can be downloaded from this website, and paper copies are available at City Hall, Building Safety, and at the RNeighbors office in the Development Services & Infrastructure Center (DSIC) at 4001 West River Pkwy NW.

These guidelines for neighborhood awareness are just one step towards making the Rochester community and its neighborhoods stronger. The next steps are up to you including greeting and meeting neighbors, setting examples of courtesy and respect to others, picking up litter, helping someone in need, volunteering, and participating in neighborhood activities.

The information in this booklet is a general summary of select city ordinances and is not meant to be a complete account. Keep in mind that ordinances are periodically amended. On May 6, 2019, the Common Council adopted and enacted a new Code for the City of Rochester. Ordinance chapter and section numbers are all part of the Rochester Code
unless noted. The complete Code of Ordinances can be found online.
